An analysis of the IFIs’ fiscal policy recommendations

The World Bank and International Monetary Fund have promoted, in the area of government expenditures, a rhetoric of streamlined conditionality and greater country ownership. There has been considerable criticism of the extent to which this has translated into policy.
By assessing the experiences of a number of low- and middle-income countries, the IFIs’ performance is examined. There is a need for both greater flexibility and more nuanced expenditure policy, and also to address tax systems with the same focus.
